The U.S. Treasury Regulations are tax regulations issued by the Internal Revenue Service (IRS), a bureau of the U.S. Department of the Treasury. The regulations provide an official interpretation of the Internal Revenue Code (IRC)

The Treasury Regulations are separated into three categories:

  • Proposed Regulations: This is the first publication that allows the public time to review, provide comments, and suggest changes. Proposed regulations offer guidance but have limited precedent value. The government website www.regulations.gov provides a complete list of proposed regulations still open for public comment.
  • Temporary Regulations. The temporary regulations are effective immediately but must expire within three years of enactment.
  • Final Regulations. The final regulations are the permanent guidance provided by the Treasury.
